NYS were asked if they wanted to pass an amendment to the NYS constitution,
to add VIII.10 - to prohibit state money going to private causes, except for certain instances of social welfare
as proposed by the NYS Legislature, based on a state commission's recommendation
And the voters said: Yes!

• Section 10: No state aid to individuals or corporations.
Neither the credit nor the money of the State shall be given or loaned to or in aid of any association, corporation or private undertaking.
