Major Party Positions

In NY, we have primary elections for “major parties” – the parties who received more than 50,000 votes for governor in the last statewide race. This year, the NY major parties (as listed by the NYS Board of Elections) are: Democratic, Republican, Conservative, Green, Working Families, Independence, Women’s Equality, and Reform.

Political parties in NYS have statewide organizations, and also local county organizations (in NY City, 5 state counties align with each of 5 boroughs). The county party organizations each operate under their own rules and with their own governance systems, yet they are similar in history, operation, and in their involvement in party primary elections.

Voters who are registered in one of these major parties can vote for some of their party’s leadership positions – this year, on September 12.

This year, registered voters in the major parties will be asked to vote for 3 types of party positions on the primary election ballot.

District Leaders

Job Description

District Leaders are members of the county committee’s executive leadership, involved in the decision-making of the county’s party organization.

Powers and Responsibilities

  • Votes for:
    • the chair of the county party organization
    • other county party officers
    • party nominees in special elections within the county
    • adopting and amending party rules
    • recommending candidates for commissioner of the county board of elections
  • Endorses candidates
  • Hires poll workers and election inspectors (poll workers that run the poll sites)
  • Serves, in some cases, as state committee member – the representative to the state’s party committee (determined by local county committee)
  • Handles get out the vote (GOTV) efforts

How We Vote for District Leaders

There is at least one district leader per assembly district, though most parties divide the positions into 2 or 4 parts – equally divided by female and male seats. This is why you’ll see “Female District Leader” and “Male District Leader” on the ballot. The parts are labeled in letters, so there are parts A through D in districts with 4 subdivisions.

County Committee Members are part of the governing body of the county party organizations.

How We Vote for County Committee Members

They are elected from election districts, which are based on existing state assembly districts and further divided – these are also used to divide voters into separate polling sites. Each election district can nominate between 2 and 4 candidates for county committee depending on the number of party voters living in the district, though not all of these positions are filled.

As voters are allowed to select multiple candidates for these positions, you may see “Vote for 2” or “Vote for 4” on the ballot. These are bracketed together as groups, depending on which candidates gathered petitions together to get on the ballot. However, voters can vote for candidates in different brackets as long as they don’t vote for more than the maximum number allowed.

Judicial Convention Delegates (and Alternates)

Job Description

Delegates to the Judicial Convention represent the county party in nominating party candidates for Supreme Court judge, who then go on to represent the party in the General Election the same year. Alternate delegates are selected in the event that the delegate is not available.

How We Vote for County Committee Members

Delegates are elected from state assembly districts from within large judicial districts. The number of delegates on the ballot in each assembly district is based on the number of party voters within each district. This will appear on the ballot as, for example, “Vote for 7.” These are bracketed together as groups, depending on which candidates gathered petitions together to get on the ballot. However, voters can vote for candidates in different brackets as long as they don’t vote for more than the maximum number allowed.
