NYS were asked if they wanted to pass an amendment to the NYS constitution,
to change III.18 - to prohibit the state legislature from making a private or local law to give private individuals or companies either the right to lay down railroad tracks or an exemption from taxation on real or personal property.
as proposed by the NYS Legislature

Article III: The Legislature • Section 18: Cases in which private and local bills shall not be passed ; restrictions as to laws authorizing street railroads.
The Legislature shall not pass a private or local bill in any of the following cases: Changing the names of persons.
