State Constitutional Amendment
NYS were asked if they wanted to pass an amendment to the NYS constitution,
to change VII.8 - to allow the state to sell barge terminal canal lands in New York City as an exception to the prohibition against sale of the state's canals, and use the money to maintain the remaining canal system
as proposed by the NYS Legislature
And the voters said: Yes!

Article VII: State Finance; Forest Preserve; Canals • Section 8: Canals, not to be sold; not applied to certain canals; disposition of funds.
The legislature shall not sell, lease, or otherwise dispose of the Erie canal, the Oswego canal, the Champlain canal, the Cayuga and Seneca canal, or the Black River canal; but they shall remain the property of the state and under its management forever.
