NYS were asked if they wanted to pass an amendment to the NYS constitution,
to change XIX.1 - to make valid constitutional amendments proposed by the legislature and passed by voters, even if the attorney general doesn't render an opinion in time
as proposed by the NYS Legislature
And the voters said: Yes!

Article XIX: Amendments to Constitution • Section 1: Amendments to constitution; how proposed, voted upon and ratified.
