Lessons from Experience

Government can and must do better to serve our working families. My top priority remains making government work directly for and collaboratively with my constituents. By opening my office and working together with my constituents, we have built grassroots coalitions to fight for: a world class education for all with a school seat for every child in their neighborhood – expanding upon the 400 pre-kindergarten seats we’ve already won; affordable housing – protect our tenants with the law I sponsored providing a right to an attorney in housing court; parks that are beautiful and well maintained – adding to the $150 million already secured for our parks; improved commutes through public transportation – expanding off-board fare payment and ferry service to Roosevelt Island this summer and the Upper East Side next year. Democracy only works when people participate and I hope you will join me at my district office on the First Friday of every month or I can come to you for Ben In Your Building.

How will you recruit staffers?

• Post job listings on your own website, or relevant government sites
• Post job listings on hiring sites and news sites, for example: Idealist, Linkedin, City & State, etc.

What criteria and process will you utilize in appointing community board members? Will you make your application process and any associated data transparent to the public, and if so, how?

I and my office participate in Borough President Gale Brewer's group interview process then interview individual applicants applying from my district and adhere closely to data transparency and privacy guidelines set forth by the Borough President. I evaluate candidates for my nomination based on whether they have ever attended a meeting with a preference for candidates who are already public members, expertise they may bring to the board that may be missing, as well as their stances on key issues facing the district.

Top Policy Issues

District Priorities: What do you think are the top 3 issues facing your district - and what is your plan to address each of those issues?

1. Education - Every child deserves a school seat in their own neighborhood. I have fought for and won over 400 new school seats, including pre-K seats for my district and I’ll continue to bring new seats over the next four years.
2. Affordable housing - I have been a leader in the fight for two rent freezes for rent stabilized tenants and will continue to bring pressure for a rent rollback. I am also leading the first of its kind rezoning in the East 50s to impose height caps on new buildings and require affordable housing for working and middle class New Yorkers.
3. Transportation - The opening of the 2nd Ave Subway has been great for the neighborhood, but we need more transportation options to relieve overcrowding. I’ve secured ferry stops for the districts and as well as added off-board payment to the M79 and M86, busses and added 79 new buses to replace every M15. I’ll be fighting for the successful implementation of these transit options and fight for even more.

City Priorities: What do you think are the top 3 issues facing NYC as a whole - and what is your plan to address each of those issues?

The City should conduct regular satisfaction surveys as was once conducted by Mayor Bloomberg and recently conducted by the Citizens Budget Commission, which would show the top issues to be transportation, land use and government operations.
1. The city’s government can and must do better to serve residents proactively and responsively so that problems are handled before they arise or quickly resolved. That is why I authored Introduction 855 to provide New Yorkers with the government benefits they need automatically and as Chair of the Committee on Governmental Operations have focused on fighting corruption and forcing city government to be more responsive to the people.
2. Generations of poor land use policies have led to a crisis that is forcing small businesses and residents from their homes after they have spent a lifetime making our city great. We must limit the influence of real estate interests in politics so that communities have a stronger role in planning for mom and pop zoning and mandatory affordable housing with height caps to fight overdevelopment.
3. Transportation is the economic lifeblood of our city. When I was elected my district had limited transportation options but now we opened the Second Avenue Subway and I successfully advocated for and won new select bus off-board payment, new buses to replace an aging fleet, Citibike bike share, bike lanes and even ferry service. This all threatened with subways that are still overcrowded and cuts to bus service. I have proposed reducing headways between trains to increase capacity by 25% and am using Bus Time data as part of BusTurnaround.nyc to hold the MTA accountable and improve bus service.
