Lessons from Experience

When I started my business, I was the only pharmacy in Flushing that served the Chinese-speaking community. Seniors and non-English speakers would constantly ask me about accessing government services and even for help translating their mail. My store front soon became a de facto community resource center for the growing Chinese immigrant community in Flushing. I later served as President of the Flushing Chinese Business Association to help businesses navigate the complexities of city rules and laws for small businesses. I was able to guide others through the process of how to apply for permits and licenses, and dispute violations, based on my own experiences as an immigrant entrepreneur. As an immigrant myself who moved to the United States without family and as a non-native English speaker, I understand the issue that many of my constituents face on a daily basis. The ability to give back to and help my community was, and continues to be, one of my biggest motivations for running for office and has guided me through my service as a Council Member.

How would you prioritize the different functions of the office of council member?

How will you recruit staffers?

What criteria and process will you utilize in appointing community board members? Will you make your application process and any associated data transparent to the public, and if so, how?

As a former member of Community Board 7 in Queens, I encourage everyone to be civically engaged and serving on the community board is a great way to do so. I believe that the community board should reflect the community, which wasn’t the case when I was on the board. Since taking office, I’ve worked with our local Borough President to create a more diverse board in terms of race, experience and age. I am more than happy to consider an application process and associated data that is more transparent to the public as long as it is respectful of an individual’s right to privacy.

District Priorities: What do you think are the top 3 issues facing your district - and what is your plan to address each of those issues?

1. Transportation congestion.
2. Sanitation.

City Priorities: What do you think are the top 3 issues facing NYC as a whole - and what is your plan to address each of those issues?

1. The need to preserve and create more affordable housing. I worked to create 374 new units of affordable housing in my district—including 60 units specifically for seniors—and hit the streets door-to-door to make sure tenants in rent stabilized apartments knew their rights. I also supported and passed legislation that addresses illegal conversions to protect our families and neighborhoods, worked with my colleagues to pass legislation that requires the building of affordable housing, and I recently introduced a bill that would amend the definition of harassment to further protect our tenants. I plan to continue my efforts to create and preserve affordable housing in my district via legislation, the city’s budget and working with my community.
2. Language Accessibility. My constituents come from all corners of the world, and at least 60% are foreign born. Many have limited English proficiency or prefer speaking a language other than English. I have addressed this by ensuring that my staff reflects the diversity of my community. I’ve also pushed our partnering agencies and CBOs to ensure that they are providing resources and community notifications in languages that are reflected in our district. In the case of our local police precinct, I’ve also successfully pushed for the need for community affairs officers that speak the same language as those in my community to foster better community relations. In addition, I’ve worked closely with groups such as Asian American Federation to bring attention to the issue of language access, and to advocate for the inclusion of more languages in everyday government operations. I plan to continue these efforts with the goal that all constituents, regardless of their preferred language, are able to access the services that they need.
3. Infrastructure. After a series of delays, the Main Street Reconstruction project is finally moving towards completion in my district. This is the first major infrastructure project on the busiest road in my district in over 20 years and one that was sorely needed due to a lack of investment over decades. I believe that we need to invest in our infrastructure and make sure that we’re doing so in a smart way. When making funding decisions for capital projects each year, I give priority to in-progress projects that need additional funding to complete them before considering new projects, which has led to overall shorter timelines. The delays and increased timelines are not unique to my district. I plan to continue advocating for more funding to upgrade our city’s aging infrastructure and continue to hold agencies accountable in terms of investing in needed infrastructure and ensuring that projects are completed in a timely manner.
