NYS were asked if they wanted to pass an amendment to the NYS constitution,
to change V.4 - to establish a Superintendent of State Prisons and the powers and terms of that office, and to abolish the offices of Inspectors of State Prisons
as proposed by the NYS Legislature
And the voters said: Yes!
