NYS were asked if they wanted to pass an amendment to the NYS constitution,
to add XII.8 - to require a referendum before a city's property is annexed
as proposed by the NYS Legislature

Article XII: Cities and Villages • Section 8: Annexation of territory.
No territory shall be annexed to any city until the people of the territory proposed to be annexed shall have consented to such annexation by a majority vote on a referendum called for that purpose.
