NYS were asked if they wanted to pass an amendment to the NYS constitution,
to change VII.7 - to allow the legislature to provide for using forest preserves for recreation, in the provision that forest preserves be kept forever wild
as proposed by the NYS Legislature
And the voters said: No!

The lands of the state, now owned or hereafter acquired, constituting the forest preserve as now fixed by law, shall be forever kept as wild forest lands.
