The Text

The credit of the State shall not be given or loaned to, or in aid of any individual, corporation or association. On the final passage in each house of the Legislature, of any act appropriating money or property, except for the purposes of government, the question shall be taken by yeas and nays, which shall be entered on the journal, and two-thirds of all the members elected to each house shall be necessary to pass the same.
