Since 1847, the NYS constitution requires that NYS voters must be asked every 20 years if they want to have a constitutional convention to review the state constitution, and to propose changes to the voters through ballot questions after the convention finishes its work.
In 1821, NYS voters faced the question:

For a convention to consider and alter the Constitution

And the voters said: Yes!
