NYS were asked if they wanted to pass an amendment to the NYS constitution,
to add XVI.1 - to establish effective date for constitutional amendments as the first day of the January/following year after it was voted in by the people
as proposed by the NYS Legislature, based on a state commission's recommendation
And the voters said: Yes!

• Section 1: When amendments to take effect
All amendments to the Constitution shall be in force from and including the first day of January succeeding the election at which the same were adopted, except when otherwise provided by such amendments.
