IX.13 of 1939 • Existing laws to remain applicable; reservation of power in legislature over certain matters.

The Text

A. The provisions of this article shall not affect any existing provisions of law not inconsistent with this article; but all existing charters and other laws, so far as not inconsistent with this article, shall continue in force until repealed, amended, modified or superseded in accordance with the provisions of this article.
B. Nothing in this article contained shall apply to or affect or be deemed to restrict the power of the legislature in relation to (a) the maintenance, support or administration of the public school systems in any city, as required or provided by article XI of this constitution, or any retirement system pertaining to such public school system or system(s), (b) counties not wholly contained within a city, (c) counties wholly contained within the city of New York, except to the extent provided by section 8 of this article, or (d) the courts as required or provided by article VI of this constitution.
