The Text

The comptroller, treasurer, and attorney-general shall be the commissioners of the canal fund. They shall have power to appoint and remove all officers intrusted with the ascertainment, collection and safe-keeping of the revenues derived from the tolls on the canals of the State ; and, with the superintendent of public works, shall determine the rates of toll, which shall not, except with the concurrence of the Legislature, be reduced below those for the year eighteen hundred and sixty-seven, until the canal debt, so called, shall be paid or provided for.
