Lessons from Experience

While working at IBM I managed the retirement fund. This gave me the skills I will need to develop long-term planning that will help stabilize the growth of District 1. We need legislation and zoning policy that does not act as a quick fix, but takes into account shifting demographics while defending those that built this community. My experience at Defy Ventures, where I helped previously incarcerated people start their own small businesses, enabled me to always see opportunities to lift up the disenfranchised. I worked with people who society would otherwise cast aside to give them the professional skills and confidence they need to give back to their communities. This will be an important part of my City Council office because there are currently many parts of the community that feel as if they do not have a voice in their local government.

Christopher Marte's Priorities for the Office of Council Member

How would you prioritize the different functions of the office of council member?

1: Land use decisionmaking
2: Discretionary funding
3: Constituent services
4: Legislation and policy
5: Oversight of agencies
6: Public education and interaction
7: City budget
8: Ceremonial functions

Each council member determines how to staff her/his office, and which positions she/he seeks to fill. Which positions do you plan to fill?

How will you recruit staffers?

• Post job listings on your own website, or relevant government sites
• Post job listings on hiring sites and news sites, for example: Idealist, Linkedin, City & State, etc
• Hire campaign staffers.

What criteria and process will you utilize in appointing community board members? Will you make your application process and any associated data transparent to the public, and if so, how?

I will write a public report on how I came to my decision, based on data, experience and unique perspectives.

Which NYC Council committees would you most like to join, as a member and/or chair?

• Economic Development
• Finance
• Housing and Buildings
• Land Use
• Small Business

Top Policy Issues

District Priorities: What do you think are the top 3 issues facing your district - and what is your plan to address each of those issues?

1. Land use
2. Survival of small businesses
3. Lack of community engagement.
My plan is to implement community based zoning policies like the Chinatown Working Group Plan. I will pass legislation that helps small businesses to renew their leases. I will have a town hall meeting and community convention every year.

City Priorities: What do you think are the top 3 issues facing NYC as a whole - and what is your plan to address each of those issues?

1. Affordability
2. Transportation
3. Infrastructure investment.
I will work to make sure that affordable housing reflects what is affordable for the community. I will be an advocate for smart investments like improving our transportation and infrastructure, especially against storm resiliency. Through engaging with community leaders and activist organizations, I will support and advocate for the solutions that are put forth by those who know the issue areas best, while bringing my own unique perspective to the discussions.
