Lessons from Experience
I've learned that the best decisions come from open, transparent processes. That when more people have a voice, more people are happy with the results. And that we are naturally collaborative as a species.
I've also learned firsthand that our public schools are underfunded, which I why I will fight against public money going to charter schools. I've also learned that high stakes testing exacerbates racial divides, which I why I will seek alternative measures.
Jabari Brisport's Priorities for the Office of Council Member
How would you prioritize the different functions of the office of council member?
1: Legislation and policy
2: Land use decisionmaking
3: Discretionary funding
4: Constituent services
5: Public education and interaction
6: City budget
7: Oversight of agencies
8: Ceremonial functions
Each council member determines how to staff her/his office, and which positions she/he seeks to fill. Which positions do you plan to fill?
I'm still in the process of deciding which positions. But I know 2 parameters:
1: Inverse gender ratio to the council. If the council is 75% male, my staff will be 75% female, including chief of staff.
2: I've already pledged to slash my salary by $100k to the median income of Brooklyn, and I'm thinking of using that money to hire additional staffers. This will allow the office to be more responsive.
How will you recruit staffers?
• Post job listings on your own website, or relevant government sites
• Post job listings on hiring sites and news sites, for example: Idealist, Linkedin, City & State, etc
• Hire campaign staffers.
What criteria and process will you utilize in appointing community board members? Will you make your application process and any associated data transparent to the public, and if so, how?
I believe in elected Community Boards, and until that is law, I will search for an open, transparent, and secure method of holding elections for the community boards in my district.
Which NYC Council committees would you most like to join, as a member and/or chair?
• Finance
• Housing and Buildings
• Land Use
• Public Housing
• Public Safety

District Priorities: What do you think are the top 3 issues facing your district - and what is your plan to address each of those issues?
1. Housing (2 new taxes, on property flipping and vacancy. Invest in Community Land Trusts)
2. Jobs (Additional tax on corporations where CEO makes 100s times what their median worker makes, and use the funds to boost small businesses and worker coops)
3. Education (fight against new charter schools, and work to stop the funding of new ones. That money regained can be placed into our public school system, for increasing supplies and reducing class sizes)
City Priorities: What do you think are the top 3 issues facing NYC as a whole - and what is your plan to address each of those issues?
I'd say the top 3 issues for the city would be similar to those of my district, except "Transportation" might replace "Jobs". I think Cuomo's congestion pricing and De Blasio's progressive tax could both be employed to address the funding issue. But we also need to modernize the signaling system, so that operators can tell where the trains are when in between stations.
