Yes I will be transparent as possible. I also favor term limits for Community Board members

Top Policy Issues

District Priorities: What do you think are the top 3 issues facing your district - and what is your plan to address each of those issues?

1. Healthcare - Healthcare and poor outcomes remain the number one issue in my district. There is not a coherent, well-thought plan to handle this bedrock issue. Just throwing money healthcare institutions is not a health policy. Thousands of people still use the emergency rooms at our two hospitals as a clinic. I will set up a health education task force in my district and bring stakeholders to the table as a first step. Then I'll articulate the challenges and solutions while providing a comprehensive blueprint for action.
2. Small business development - Small businesses face many challenges in their daily operations. From an stultifying city bureaucracy, business-killing fines and fees, punitive anti-small business legal court decisions, inflexible landlord issues, its a wonder that they are able to keep their doors opened. I would work to ease these burdens and provide ongoing education through the Department of Business Services.
3. Demographic changes in the community - New arrivals to the 40th District are displacing long-term residents because they can pay the higher rents that landlords are charging and the onerous paperwork real estate and landlords use to weed out African-American and Latino residents in favor of these new arrivals. That's causing some friction and uncertainty. I want a strong and united community. Welcoming new arrivals and lessening suspicion and district can only be overcome by dialogue and collaboration.

City Priorities: What do you think are the top 3 issues facing NYC as a whole - and what is your plan to address each of those issues?

1. Housing - Housing is a problem that has bedeviled many city administrations and continues to just that for this one. Affordable housing is not really affordable. With the median income just over $40K a rent of $2,500 is not affordable. Besides BOTH City and State governments have failed NYCHA - its allowed to fester and rot. I will start by fixing NYCHA - working with state and federal governments to improve, repair and streamline this vital organization. Next, I would support any tax break for developers that genuinely set aside affordable housing units not capped at market rates.
2. Homelessness - Homelessness and the lack of affordable housing go hand in hand. The homeless are homeless because they can;t afford rents and/or find a decent paying job to keep an apartment. Instead of just throwing money at the homeless situation and making it a permanent thing I would take stock of all properties and incentivize developers that get city subsidies and set aside affordable housing with rents below market rates.
3. Education - Our public schools system, need an overhaul and reform. We must start with an analysis of what's wring with the system and fix that. Then we have to make sure that charter schools do not function at the expense of the public education system. Privatizing education has not been a replacement or a success model when placed against public education. We need to me mindful of that. What we need and what I'll push for is a comprehensive education overhaul (CEO).
