I am a building and urban planning professional with 20 years experience both in private and public sectors, in Latin America and the United States. I have worked on large scale infrastructure projects and I am versed in feasibility and working with all major agencies in New York City including DOB DOT MTA, Port Authority, NYCEDC, BSA, DCA, to name a few. My specialty is project management and administration as well as housing and commercial mixeduse development.

How would you prioritize the different functions of the office of council member?

1: City budget
2: Land use decisionmaking

Each council member determines how to staff her/his office, and which positions she/he seeks to fill. Which positions do you plan to fill?

My staff will be established to mirror major agencies and functions that address the pressing needs in our community. In particular Land Use, Budgeting, and Schooling, and Housing. The most important issues in our community now is diversification of the business base & reinvestment, job creation, and education.

How will you recruit staffers?

• Post job listings on your own website, or relevant government sites
• Post job listings on hiring sites and news sites, for example: Idealist, Linkedin, City & State, etc
• Engage consultants to shepherd the application and hiring process
• Hire campaign staffers
• I will list job postings, I will seek persons with some experience in this community, and I will work with academic and business leaders to bring talent and innovation to community administration.

What criteria and process will you utilize in appointing community board members? Will you make your application process and any associated data transparent to the public, and if so, how?

I will use all methods at my disposal to find the best qualified candidates to fill positions to
counter the major agencies we will be working with. My priority is to find talent both within and
outside of the community to deal with land use, business development, housing, education and
sanitation which are my main priorities.

District Priorities: What do you think are the top 3 issues facing your district - and what is your plan to address each of those issues?

1. Educational and Vocational Alternatives for High School students particularly young women in STEM based fields.
2. Expanded business diversity and -reinvestment through Greater E. Flatbush Economic Development Corporation and a strong Neighborhood Alliance composed of business and homeowners to address trash and sanitation standards, negotiate commercial rents, and monitor development in our community.
3. Address the issue of community resources as it pertains to policing, and land-use through a strengthening of community boards, neighborhood participation and representation.

City Priorities: What do you think are the top 3 issues facing NYC as a whole - and what is your plan to address each of those issues?

1. Economic Disparity (Affordability Crisis)
2. Vacancy and Warehousing in the rental apartment market.
3. Education Disparity and Discrimination particularly in neighborhoods with high-crime and gun violence. I plan generally as a council member to support higher wages for workers in companies that meet a profit threshold or employee threshold, provide incentives to companies that have greater diversity and mobility within their ranks by promoting more tax incentives and partnership opportunities with the city. I would like to shield small businesses from burdensome regulation and give them greater resources and support to hire locals (not only family). I would like to see greater tax relief and abatements for homeowners and multi-family dwelling owners that offer affordable housing and accept vouchers. I will promote an aggressive warehousing tax on any property owner that has vacant units for more than 3 months, has abandoned buildings in the community, or is forcing out paying tenants. I will advocate for an opt-out of school taxes and a class action law-suit for relief against the City of New York and the BOE for failing public schools.
