Lessons from Experience

From my time in the education space I have learned that as a city and a community continue to deal with a persistent lack of quality schools, jobs and housing and that these issues are related. At I.S. 143 our classrooms lacked air conditioners, and we just fought for 10 years to ensure that every classroom in NYC has A/C, but this is not nearly enough. Harlem has a lack of quality schools and services, and it is apparent by the fact that Community Education Council District 5 has reached out to us for help after stating that there are only 4 libraries and 2 librarians in our district schools, although both are required by law. It is these sorts of injustices that stop our community members from accessing a quality education, which contributes to an inability to find a quality job and housing. We must ensure that every school in Harlem is producing results, that our residents have jobs so that they can provide for their family and housing so that the child and adult have a stable environment to pursue positive endeavors.

How would you prioritize the different functions of the office of council member?

How will you recruit staffers?

• Post job listings on your own website, or relevant government sites
• Post job listings on hiring sites and news sites, for example: Idealist, Linkedin, City & State, etc
• Hire campaign staffers
• Any qualified candidate from any source will be considered

What criteria and process will you utilize in appointing community board members? Will you make your application process and any associated data transparent to the public, and if so, how?

I believe community board appointments, and any other appointments, should go to the most qualified candidate after the occurrence of a thorough and completely transparent selection process. However, the Manhattan Borough President currently selects Harlem's community board members, not the City Councilor

Top Policy Issues

District Priorities: What do you think are the top 3 issues facing your district - and what is your plan to address each of those issues?

The top three issues facing Harlem are:

1) The 13% unemployment rate in our district. This number does not even take into account those that have stopped looking for a job or those that are working part time but would like to find full time employment. This number has been stagnant for decades even as the city, state, and national averages have wavered. I have a tax plan to aggressively address this pressing issue, which includes ensuring that the businesses in Harlem receive tax incentives to hire long time residents that have not had these opportunities in the past. We will pair this with training and re-training programs so that Harlemites have upward mobility.

2) The lack of affordable housing in Harlem is at a crisis point. Rent prices have doubled and tripled within the past two years, and our long time residents cannot compete against markets using our community's housing as an investment opportunity. We will re-calibrate our affordable housing programs to price in our community members $35,000 median income and negotiate for affordable stock in new condominiums that go well beyond 80/20.

3) Our schools in Harlem are failing. I will do an audit of every single school in the district. To assess the school's needs and to ensure that our District is providing the resources our schools need to succeed. We will review both public traditional and public charter schools to highlight what is working and where there are growth areas, and send our students to the schools that are producing results.

City Priorities: What do you think are the top 3 issues facing NYC as a whole - and what is your plan to address each of those issues?

The issues stated for Harlem are also applicable to many of our neighborhoods in New York City, and I believe all New Yorkers want affordable housing in their neighborhood, jobs, and quality schools. The policies advocated for Harlem could be used citywide with minor tweaking for similar results.
